After "that's that" we went to the Halloween Party. Vern talked to us and said it had been a misunderstanding...that he had worded it poorly. He said he meant that in the past, families had definately decided not to adopt but they didn't say anything and finished out the stay. He said these children then have no chance to "visit" any other family. Alina is still with us. It's still in the Lord's hands...
